Generative covers

Candidate cover images for incidents whose reports have no image of their own. A job generates one image per incident, stores it in Cloudinary as <folder>/incident-<number>, and this page lists everything that exists. Preview an image, then copy its URL or Cloudinary public ID to use it on a report.
